When it comes to Asian SFF, I usually rely on Twitter: Aliette de Bodard (@aliettedb) often has some great recommendations (almost always diverse though not always Asian) and there's also #AsianLit but you'll have to check which ones are SFF .
Far from complete, the Wikipedia category of science-fiction writers by nationality is a great starting place because you research authors from there and often end up by serendipity to finding completely someone else: https://en.wikipedia.org/wiki/Category:Science_fiction_writers_by_nationality
For QUILTBAG writers, the Lambda awards is a great starting place (list of recipients: https://en.wikipedia.org/wiki/Lambda_Literary_Award ).
